Orissa to have an ITI in each block 
Bhubaneswar: The Orissa government in a meeting on Monday decided to establish Industrial Training Institutes (ITI) in each block of the state. The high-level meeting was chaired by the Chief Minister Naveen Patnaik at the Secretariat.

It must be noted that the state is divided into 314 blocks, out of which 125 blocks do not have technical institute of the ITI stature.

The meeting was also attended by Chief Secretary Ajit Kumar Tripathy, Development Commissioner Rabinarayan Bahidar and Principal Secretary to the CM Bijay Kumar Patnaik, Industries Secretary Injeti Srinivas and Employment Director Bijay Arora.

Orissa board to provide Xerox copies of answer papers 
Cuttack: If you are one amongst those taking the High School Certification exam of the orissa state, this year, you can now get the Xerox of your evaluated answer copies if you are not satisfied with the marks scored by you.

The decision to this effect was taken by the Board of Secondary Education (BSE), Orissa, on Monday. The Xerox copies of the evaluated answer sheets will be available for Rs. 75.

Apart from the students, the parents too can make a request for the xeroes answer copies of their wards. However, students and their parents have to keep in mind that the request can only be made within 8 months of the published result. Demand made after that would not be heeded.

Board will bring its decision into force from December 20, 2006.

Minaketan Pani, secretary of BSE termed the decision of the Orissa Education board as a historic one and said that though board has approved the Xerox of answer copies, it won?t disclose the name of the examiner.

Ministry?s green signal for IISER in Orissa 
New Delhi: The Human Resource Development (HRD) Ministry of the Government of India has finally decided to set up a new Indian Institute of Science Education and Research (IISER) in Orissa. After several rounds of consultations, the HRD ministry came to the conclusion that it was feasible to set up an institute of repute in the state. Sources said that the new institute is expected to be called National Institute of Science Education and Research as proposed by the Orissa government.

Prime Minister Manmohan Singh had, in August this year, promised to the Orissa government that a new institute ? of the level of IIT ? will be opened in the state. Singh had made this promise to Orissa Chief Minister Naveen Patnaik in response to the increased economic activity in the state.

Officials in the HRD ministry said the request from the PM?s Office came in September this year, shortly after Singh had assured Patnaik. Consequently, the HRD ministry officials belonging to the technical education bureau were asked to examine the feasibility of this proposal. The ministry examined the possibility of setting up a new institute and held several rounds of discussions with the Orissa government officials and finally gave its green signal.

Like the first two IISERs at Kolkata and Pune, and the third one at Mohali (Punjab), the institute will offer Science Education and Research Programmes from the BSc (undergraduate) level and will go up to PhD level. According to sources, setting up of this institute, will cost about Rs 560 crore and the government wants the institute to begin functioning from the next academic year itself.

Art of Living to set up University in Orissa 
Bhubaneswar (IANS): The Art of Living Foundation of spiritual leader Sri Sri Ravi Shankar will set up a university in Orissa by 2008 that will be an "amalgamation of science and spirituality".

Yezdi Batliwala of the Sri Sri Ravi Shankar Vidya Mandir (SSRVM) Trust, the educational wing of the Art of Living foundation, Tuesday signed a memorandum of understanding with Ashok Tripathy, the secretary of the state`s higher education department, for the proposed multi-disciplinary university near Bhubaneswar, an official said.

Chief Minister Naveen Patnaik, Sri Sri Ravi Shankar and officials were present during the signing ceremony at the state secretariat.

Sri Sri Ravi Shankar said the proposed university will see an amalgamation of science and spirituality. To be named as Sri Sri University, it will be built on 200 acres of land on the outskirts of the state capital.

Orissa to grant aid to 100 girl schools 
Bhubaneswar: Accepting the demand of thousands of state teachers, the government of Orissa on Friday finally decided to disburse grant-in-aid to 100 girls high schools in the state. The state teachers were pushing for this aid since 1995 and had many times come to the streets for it.

The decision of granting aid was taken in the Cabinet meeting, which was presided over by the Chief Minister Naveen Patnaik. Besides, the cabinet also gave its nod to the 40 percent block grant to the 169 schools of the state. The block grant to be disbursed in cash would be allotted to one high school from each gram panchayat, according to Chief Secretary Ajit Kumar Tripathy.

The Cabinet also decided to change the name of the National Rural Employment Guarantee Scheme (NREGS), presently being implemented in 19 districts of the state to Orissa Rural Employment Guarantee Scheme (OREGS).

Build education with value system: Dr. Kalam 
Bhubaneswar (IANS): Even as India`s economy becomes increasingly globalised, it is essential to base the country`s education system on its civilisational values, said President A.P.J.Abdul Kalam here on Wednesday.

"I personally believe, when the nation is progressing towards economic development, it is also essential to build our education system with values drawn from our civilisational heritage," he said.

Laying the stone for the International Institute of Information Technology (IIIT), on the outskirt of state capital Bhubaneswar, the President said youths aspire to live in a peaceful, happy, prosperous and safe nation.

"It means that economic prosperity alone is not sufficient. It has to be complimented with the value systems of our civilizational heritage, which has shaped the Indian people," Kalam said.

"Though we may have series of problems, billion people have the connectivity that gives us the strength to meet those challenges, and institutions like IIIT have an important role to play," he said.

President Kalam, who is in Orissa on a two-day visit to the eastern state, will return to Delhi Wednesday.

KSRM foundation stone laid by Dr. Verghese Kurien 
Bhubaneswar: Verghese Kurien, Father of the country`s White Revolution and Chancellor of Allahabad Central University on Monday laid down the foundation stone of Kalinga School of Rural Management (KSRM), a management school for Kalinga Institute of Industrial Technology (KIIT), a deemed university in Orissa.

On the occasion, State`s Minister of Industries, Biswa Bhusan Harichandan and Minister of Agriculture, Surendra Nath Nayak were also present. The school once established would offer two year course in Rural Management.

Dr. Kurein, who had always wanted the second institute of Rural Management to be established in Orissa on the lines of one established in Gujarat few years back, was seen quite happy on the occasion and remarked, "With the setting up of the KSRM, my wish is fulfilled.?

For a long time, Dr. Kurein and the state government of Orissa have been discussing
about setting up of an institute in the state that focuses on the rural management but the talks never progressed. He also added, "The IRMA experiment proves that you require a different kind of management institute - different from the usual type- to professionalise the management of rural institutions and achieve equitable socio-economic development of the rural people."

KIIT Deemed University Chancellor A. Samanta also spoke on the occasion and said that the institute launched by KIIT deemed university will benefit the country`s underprivileged people immensely.

According to sources, the institute would function under the leadership of its Director Prof LK Vaswani and Dean Prof H Panda. Besides, it will have 10 renowned professors from institutes of repute to teach students. The institute will also continue getting the guidance of Dr Kurien. The talks with industry, banks and NGOs will also be initiated by the University to facilitate experimental training and placements.

KIIT's rural management school to be inaugurated on Nov 20. 
Bhubaneswar: Providing education in Rural Management was on its agenda for a long time and now the Kalinga Institute of Industrial Technology (KIIT) has finally realised it by establishing Kalinga School for Rural Management (KSRM). The school would be thrown open to the students on November 20 with the inauguration by Dr. Verghese Kurien, Chancellor of Allahabad University.

Dr. Verghese Kurien will visit the state for four days. However, his association with the institute won?t finish with the end of inauguration. He will continue to guide the institute with his knowledge and years of experience at all stages.

Dr. Verghese Kurien had dreamt of setting up an institute of rural management in Orissa on the model of the well-known Institute of Rural Management, Anand (IRMA), which was also established by him.

According to A. Samanta, Chancellor of KIIT Deemed University, Kurien?s visit to the state is very important. He also expressed that the newly set up Institute of Rural Management by the University would boost rural development and co-operative movement in Orissa.

SEAS row erupts again in Utkal University 
Bhubaneswar: Students of the Cultural department of Utkal University have sought the intervention of the State Governor and Chief Minister of State Mr. Naveen Patnaik in stopping the Cultural department authorities from closing down the PG Department of South and South East Asian Studies(SEAS. The Students on Wednesday submitted two separate memoranda in this regard to the Chief Minister.

In the memoranda, students have asked for stringent action against those who are trying to shut the SEAS department. It has sought appropriate infrastructure, up-to-date books, magazines and journals, and appointment of atleast a coordinator in the SEAS department. The appointment of teachers on contractual basis is also one of the demands raised in the memoranda. The students? delegation to the CM was led by Padmalochan Das.

The memoranda also stated that the students who applied in SEAS department were forcefully diverted to other departments and those who didn?t budge were neglected.

It must be mentioned here that the deadlock over the students and university board for the abolition of the subjects of South East Asian Studies has not erupted for the first time. Prior to the recent row, the students and the University board came face to face for 73 days. At that time the Chief Minister intervened into the matter by reintroducing South and South East Asian Studies on a priority basis along with the three departments in a total of four departments.

Intellectuals congregate at Conference on Model Act for Universities in Orissa 
Bhubaneswar: To formulate a Model Act for universities in India, a national conference was organised at Madhu Sudan Law College in Cuttack on Tuesday. The conference was sponsored by Universities Grants Commission (UGC) and saw the participation of academicians and intellectuals from all over the country.

In the conference, a consensus was reached on a uniform education system across the country. The experts hoped that it would ensure quality education for each and every student

DP Mahapatra, Former judge of the SC and chairperson of the State Human Rights Commission, said that in the 60 years of independence, the education hasn?t progress much though the institutions ranking among best in the world have swelled within the country. He also said the students studying in elitist institutions are deemed superior to those studying in general institutions, which is wrong and the need is to do away with this practice.

He also welcomed UGC`s initiative of formulating a Model Act. He further said that the country is no short of talent. The universities which are warehouse of such talent are required to work more hard. He also requested the government to regulate private technical institutions in the light of their mushrooming growth.

Justice Ganguly, a sitting judge of HC also participated in the conference and said that the task of formulating the Act is a challenging one but if made it would go a long way in maintaining standards of education.

Utkal University VC LN Mishra, MS Law College Principal Jayadev Pati and Convenor of the Conference NC Patnaik also expressed their views.
